The City of San Antonio issues an annual national call for public artists, art inventory services & collaborative partners to be considered for a roster of pre-qualified applicants known as the PASA Pre-Qualified List.  Public Artists interested in being reviewed for public art design and fabrication services tied to capital projects should apply. Once the annual call has closed, a selection panel reviews and scores applications that meet submittal requirements and recommends a list of public artists, art inventory services and collaborative partners to the San Antonio Arts Commission for their consideration. Ultimately, the City Council must authorize the applicants recommended to be added to the PASA Pre-Qualified List. Public Artists on the list will remain active for two years, after which they may reapply for consideration.

At the City’s discretion, PASA may choose to conduct a call for artists separate from the PASA Pre-Qualified List to enhance recruitment and diversity of artistic talent. In such instances, artists already included in the authorized pool will not need to reapply for consideration.
